Job Description



The Treasure Island Development Authority (TIDA) is the City agency charged with implementation of the development program in partnership with the private developer, Treasure Island Community Development (TICD). TIDA supports TICD in the design permitting, construction of public infrastructure required of the program and in the permitting, inspection and occupancy of market-rate housing. TIDA is also charged with the development, in partnership with affordable housing developers and operators, of numerous affordable housing sites and with the ownership and operation of the program’s future parks and open spaces.

The Treasure Island development program includes the development of 8,000 new homes; over 500,000 square feet of retail and office space, 290 acres of new parks; new streets, utility infrastructure, and public facilities; and geotechnical improvement measures and sea level rise adaptation strategies. Three sub-phase areas are currently under development on Treasure Island and Yerba Buena Island, and more than 1,300 new residential units are scheduled to be completed within the next three years.

This position supports the Deputy Director of Real Estate in the management of special events and commercial leasing activities that is materially impacted by development efforts underway. TIDA currently manages approximately 160 commercial leases generating in excess of $11,000,000 annually in revenues. Over the next 36 months, several commercial tenants will be impacted by development. These tenants may have their premises reduced, be required to relocate to other properties on the island, or, in some cases, will see their leases terminated. As the Treasure Island construction projects move forward, those spaces will be demolished and turned into residential spaces. The property management positions cannot be long-term because they are managing leases that are month to month and at most 1-2 terms. Depending on how quickly the private developer moves forward with the construction, the areas where the leases are may be completely demolished within the next three to five years. It is uncertain whether a TIDA employee or a contractor will manage the long term leases after the construction project is completed. TIDA is requesting for this position to be 36 months, when they hope to have a better idea of where the construction project is then.

In addition to these responsibilities, the position will support the negotiation and management of master leases with residential property managers and leases with contractors and vertical developers for laydown spaces and corporation yards in support of construction. 

This position also identifies, secures, and manages special events, film bookings, and site permits to generate revenue and enhance recreational opportunities. In managing special events, this individual is the primary TIDA contact for members of the public interested in hosting or attending events on the island and serves as the Authority's liaison to other City agencies including SFPD, SFMTA, DEM, the Entertainment Commission, and others in managing the logistics that arise out of citywide and on-island special events. 

Drafts lease and permit documents, interacts with tenants and permittees, negotiate leases and ensure tenant activities conform to lease conditions and requirements.

Education:

Possession of a Baccalaureate degree from an accredited four-year college or university with courses in real estate law, property appraisal, economics, finance or statistics; AND

Experience:

Three (3) years of verifiable experience in the appraisal, purchase, lease and sale of real property as a right-of-way agent, property officer or real estate appraiser with a public agency, a real estate appraiser, a commercial property manager or a commercial real estate broker or agent. Residential and multi-unit residential experience only is not qualifying.

License and Certification:

Possession of a valid California Class C driver's license.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

At least ten (10) years’ experience in special events and commercial real estate management focusing on event planning, project/program management, or related fields. Ability to drive a car.

Essential duties:

The essential duties of this position have evolved over time as new commercial tenants have come online, with a focus on organizing special events and related activities. Many of these tenants require TIDA’s oversight, expertise, and coordination with other Treasure Island stakeholders to ensure events comply with city guidelines and minimize impact on island residents and commercial tenants.

This role will primarily involve coordinating and collaborating with the developer’s Marketing Team to plan events at newly developed facilities, along with managing approximately half of the 150 individual short-term leases. Properties on Treasure Island are on a month-to-month lease. Leases will be terminated in phases base on the progress of construction. 

Over the next 36 months, TIDA will need to establish Master Lease requirements for its key properties such as Building 1, Hangars 2 & 3, and the Senior Officers Quarters Historic District. It is essential for these leases to include provisions that mandate the developer to enhance and maintain the facilities throughout the lease period. Additionally, TIDA is committed to ensuring that retail programs serve residents of all income levels on the islands.

While previously responsible for supporting annual budget documents, this position’s budget preparation duties have now been assigned to the TIDA Finance Manager. The role now focuses on assisting the Deputy Director for Real Estate in forecasting commercial leasing revenues and managing the facilities management budget.
