About LUBA
LUBA's mission is to provide a specialized appellate review body that will (1) provide an accessible forum for resolving land use disputes quickly and efficiently and (2) make its decisions available as a decision-making resource to state and local legislators, land use professionals, city and county land use decision makers, property owners, and residents of Oregon. We are a respected and trusted neutral forum that diligently resolves land use appeals in a way that is readily understandable and meaningful to the parties, the public, and the courts.

Summary of Duties and Responsibilities
Board Members are co-equal and each Board Member serves in a dual capacity as agency administrator and adjudicator. The function of a Board Member is similar to that of an appellate court judge. Board Members resolve motions, read briefs, conduct oral arguments, and author and review opinions and orders in which they analyze and decide legal issues. Most LUBA orders and opinions are the product of collaboration and revision. Board Members are responsible for publishing LUBA opinions and orders, preparing, presenting, and managing the agency’s budget, and attending meetings with the governor’s office, other agency heads, and legislative committees. LUBA has outside-agency support for Human Resources, Finance, and Information Technology. Board Members inform state agency and legislative authorities of land use issues, as requested. Board Members frequently speak publicly on developments and issues in land use law.
Each Board Member is expected to serve a term as the Board Chair. The Board Chair is chosen by the Board Members and is responsible for assigning cases and has primary responsibility for handling day-to-day administrative matters, in addition to the other duties required of a Board Member.
The incumbent is expected to perform position duties in a manner that promotes customer service and harmonious working relationships. This includes treating all persons respectfully, engaging in effective working relationships with all staff, demonstrating openness to constructive feedback, and contributing to a positive and productive work environment.

About Boards & Commissions
The Governor makes appointments to nearly 270 Boards and Commissions representing a broad range of areas and issues for the State of Oregon. This also includes most major state agencies and departments headed by policy-making boards which are appointed by the Governor. Members of Oregon State Boards and Commissions are vital participants in statewide decision-making and dedicated individuals have the opportunity to participate in developing a wide variety of important governmental policies. Major issues range from consumer protection, economic development, education, conservation, and health care — all of which are critical to the ongoing success of the State of Oregon.
The Governor is also committed to ensuring that all Boards and Commissions represent the growing age, racial and gender diversity of the state.
